Animal Control Ordinances: The City of Perham has an ordinance regarding control of dogs and cats. 100.02 Dogs & Cats; Subd. 1. Running at large: It is unlawful for any person to allow their dog or cat to run at large. *Note: Running at large does not include animals on leashes under the control of a person. Subd. 2 states that all dogs over the age of 6 months must be licensed. Licenses can be obtained at the Perham Police Department for $10. All dogs over 6 months of age must be done at least every three years. It is also a violation of the ordinance to have a dog that repeatedly barks for more than 3 minutes with less than 1 minute of interruption. All animals caught running at large will be impounded at the Vetenarian clinic and owners may reclaim animals there.
Rental House Ordinance: In February 2000, the Perham City Council passed an ordinance regarding rental house units within the City of Perham. This ordinance was passed to ensure that housing units meet minimum safety and health standards; to provide a system for ensuring that both absentee and local landlords correct deficiencies and properly maintain rental property within the City. 1. All rental housing units regardless of single or multi units, must be registered with the City. This can be done at the Perham Police Department. The exception to this is hospital units, nursing home units, retirement homes or other units owned by an agency of the government. (A copy of the ordinance defining what is inspected can be picked up from the Police Department). 2. Owners of rental property must re-register every 3 years, owners will receive by mail the registration form. 3. Every owner of rental property that sells or transfers rental property, must provide the name, address, and phone number of the new owner to the Police Department. 4. Winter Parking Ordinance: The City regulates parking of vehicles on City Street during the winter snow season. Seasonal parking takes effect when the Police Chief or Public Works Director declare a snow emergency. Announcements are made on the Radio 99.5 FM and TV 14 when the emergency is in effect. During snow emergency, residents are required to park even days on the even side of the streets and on odd days, park on the odd sides of the streets. Even and odd sides of the streets correspond with house numbers for that particular street or avenue. Example: December 14th, beginning at midnight residents should have their vehicles parked on the even side of the street. People should remember that plowing begins at midnight and can run until midnight the following day. Vehicles that are in violation of this may be towed at the owners expense and may be issued a ticket.
